The National Emphasis Program is a targeted enforcement strategy developed by the Occupational Safety and Health Administration (OSHA) to address high-risk industries and hazards. In the context of warehousing and distribution, the NEP focuses on reducing workplace hazards, enhancing safety protocols, and ultimately safeguarding the health of employees.

Before delving into the NEP specifics, let's take a moment to understand the warehousing and distribution sector. This industry is a hub of activity, involving the movement and storage of goods, making it susceptible to a range of safety concerns such as material handling, equipment operation, and ergonomic challenges.

Unfortunately, businesses across these industries are often experiencing historically unprecedented demand. The warehousing, material handling and distribution industries have experienced a 2.6-fold increase in employment over the last 10 years, meaning these rapidly growing industries are forced to adapt quicker than they initially anticipated.

What Is OSHA Looking For?

  1. Material Handling and Storage Risks: Ensuring that materials and equipment are stored properly to prevent them from falling or causing obstructions. It also means maintaining clean and uncluttered workspaces, as well as implementing slip-resistant surfaces and adequate lighting to prevent slips, trips, and falls.
  2. Equipment Operation: Hazards arise from forklifts and machinery if not properly maintained and operated.
  3. Egress Concerns: OSHA emphasizes well-maintained exit routes for swift evacuation during emergencies.
  4. Fire Protection Measures: Comprehensive fire safety involves preventive measures, providing and maintaining firefighting equipment, installing fire alarms, conducting regular fire drills, and offering training on emergency response procedures.
  5. Ergonomic Challenges: Prioritize employee well-being with adjustable workstations and equipment that prevents ergonomic risks like push/pull force, promotion of proper lifting techniques, and training on ergonomic best practices.

What does this entail?

The inspections under this NEP will be comprehensive safety inspections and will focus on workplace hazards common to those industries, including powered industrial vehicle operations, material handling/storage, walking-working surfaces, means of egress, and fire protection.

Heat and ergonomic hazards must be considered during all inspections covered by this NEP.

If ergonomic hazards are detected, in addition to a safety inspection, a health inspection will be opened.

During an inspection, OSHA will review OSHA 300 logs, 300A summaries and OSHA 301 incident reports for current and previous three calendar years to identify recorded injuries and illnesses associated with the focused hazards covered by this NEP
